Canada Travel Restrictions for International Students (Latest Update)

"Canadians' safety and security always come first. With rising vaccination rates and fewer cases in Canada, we can begin to safely ease border measures. A gradual approach to reopening will allow our health authorities to monitor the COVID-19 situation here and abroad. Canadians have worked hard and sacrificed for each other, and because of that work, we can take these next steps safely."

The Honourable Patty Hajdu, Minister of Health

We are now heading to Canada, a well recognized and favored destination by Indian students, after our articles on higher education possibilities for International Students in Australia due to the COVID – 19 pandemic. You do not need a test on arrival from 9th August if you are completely vaccinated, unless you are selected at random.

The announcement of reduced border controls for international students is quickly transmitted over the weekend throughout the Canadian system, following the weeks of lobbying, scheduling, and preparation by Canada's international educators.

Presently, Canada deems you "fully vaccinated" only when the final dosage of a vaccine licensed by Health Canada is administered to you before 14 days of your planned entry into Canada. Currently, Pfizer, Moderna, AstraZeneca/Covishield, and Janssen are among these. You are still considered unvaccinated, otherwise.

How's the Pandemic Situation in Canada Currently?

  • Canada is now under a National Covid-19 vaccine program.
  • Over 70% of the population have received at least one vaccine dose and approximately 55% of the population has been vaccinated fully, says the official vaccine tracker of Canada.
  • The initial Covid-19 wave was handled by Canada well. A fatal second wave led to fresh lockdowns in late 2020.
  • Active Cases continue to reduce and the restrictions of many provinces are loosened.

Short on time? Here are the highlights:

Canada Travel Restrictions Update

  • There is a good probability for fully vaccinated passengers to fly to Canada in September.
  • COVID-19 Vaccinations must be completed by travelers at least 14 days prior to entering the country. Vaccines that are recognized by Canada must also be noted by travelers. These are BioNTech, AstraZeneca/Covishield, Pfizer, and Johnson & Johnson
  • Since the rate of vaccination increased throughout the country, Canada has reported declines in the number of active cases of COVID-19. The three-night quarantine restriction at a government-licensed hotel, which was in practice already, has been lifted from August 9th onwards.

Canada's Border Open for International Students

  • Even though the Canadian border continues to clamp down on overseas travel, international students are permitted at the Canadian border as long as they have a valid study permit and a COVID-19 preparatory plan that is authorized by the respective provincial or territorial government.
  • The government had begun the reopening of the border on August 9th, allowing US residents and locals who are fully vaccinated to enter Canada for non-essential purposes.
  • As a traveler, you must use ArriveCAN, either on the web or in the app, to input your travel information. This will help you to know if you are qualified to enter Canada and to identify if you need quarantine in Canada when you arrive. No quarantine shall be required upon admission for fully vaccinated passengers.

Canada's Quarantine Rules for International Students

  • The situation of coronavirus in Canada and worldwide is monitored by health experts. Any change in border measures falls under Health Canada's responsibility. Other departments, like the Canadian border officials, are working on implementing the recommendations of the health department.
  • While the federal government is responsible for international travel restrictions, provincial governments have responsibility for their own healthcare systems. The federal government provides a list of the websites of each provincial government including travel measures. You will also have to follow the COVID-19 regulations of your educational institution.

Risk Level

  • Travel advisors indicate a country or territory's overall risk rating based on assessing the security and national safety situation.

Safety & Security

  • As part of your COVID-19 preparation, you should have a plan for the management of your quarantine. During your stay, you should also have access to food and medicine. Before you go to Canada, contact your University to aid with the development of your quarantine plan.
  • The ArriveCAN app will be utilized by you during the pandemic for communication between you and the officer and it is where any documents you need for your journey are sent.
  • Again, even if you are deemed completely vaccinated, you will still need a quarantine strategy. The proof of your vaccination must be in English/French, or a certified translation is required.

  • The health and safety of Canadians and those wishing to study in Canada remain the top priority of the Canadian government.
  • While many students will undoubtedly be pleased to begin or renew their studies in Canada, it is vital that all public health precautions are carefully enforced.
  • The Government of Canada is grateful that international students offer enormous social, cultural, and economic benefits to Canada and ensures that students who choose to do a postgraduate or a certificate course can also get benefitted.
  • As a result, during the pandemic, IRCC (Immigration, Refugees and Citizenship Canada) has worked tirelessly to accommodate international students by implementing a number of temporary policy adjustments, including steps to benefit international students who are currently studying online with Canadian Universities from abroad.

Post-graduation work permits (PGWP) in Canada during COVID-19

  • The Canadian government has modified the requirements for international students who are currently studying online owing to COVID-19 and wish to remain in Canada after graduation. Now, even online learning is going to count on your post-study permits!
  • You can remain in Canada after completing your studies with a post-graduate work permit (PGWP). You may still credit your time spent learning online towards your permits if you cannot physically come to Canada to study.
  • Obtaining a PGWP used to require at least 8 months of on-campus education. You can also complete up to half of your program totally online while still qualifying for a PGWP. This is fantastic news for international students who want to gain Canadian work experience and possibly move to the country.
  • If you have a study permit but are unable to travel, you can still use your online courses to fulfill your PGWP requirements while studying in your home country. However, you must complete at least half of your program in Canada.
